It does not matter. ODBL license allows to make any changes to data.

For example moving pharmacy because it changed location. Or taking OSM data
and moving it around and using it in the game.

ODBL license allows both. License of this dataset not. 
Data with "reused information is not altered" is ineligible for import into OSM.
Importing data on incompatible licenses is a copyright violation.

Can you try getting waiver to make their data ODBL compatible? As it stands,
"alteration of data is not allowed" and "meaning is not distorted" makes necessary
to remove it.

Note: while distorting data in OSM is not allowed ("change a pharmacy to a supermarket")
you can take OSM data and use it in your own project where it will be distorted
as you like.

For example in making map of a fictional city or something
(this is not theoretical - see Minecraft Earth https://wiki.openstreetmap.org/wiki/Minecraft ).
