[Imports] Is Osmose import?

Hello,

for the sake of argument, if an user take an Osmose (
http://osmose.openstreetmap.fr/) integration suggestion in charge: fixing
position, adding from any other source information or just take them as
good and assuming that dataset is free and with a permissive licence, is
this considered an import? Or it's just an "integration"?
Forgive me if this has already been asked.
