[Imports] Handling documentation in unusual situation (PRG address imports in Poland)

I run into unusual situation where I am unsure how to proceed.
There is an useful source of addresses in Poland that was already used for
import run by multiple people. It was done without following
https://wiki.openstreetmap.org/wiki/Import/Guidelines
For now I verified that source was license compatible (fortunately it was).
To be more specific I got confirmation that
"PRG data can be used for any purpose, without any restrictions"
(translated from
"dane PRG mogą być wykorzystywane do dowolnego celu bez ograniczeń"
)
I created wiki page documenting this dataset

I consulted with local community and confirmed that import is not
only accepted but also considered as desirable.
I found
https://wiki.openstreetmap.org/wiki/Pl:Importy_oficjalnych_danych_pa%C5%84stwowych
that seems catchall wiki page for all imports from data collected by government
in Poland.
I am collecting guidelines and info how to make an succesful address edit based on
official sources.
For now collected info is (in Polish) at

What I want to achieve is to be able to have more people join in importing
(thanks to special conflation site at https://budynki.openstreetmap.org.pl/
it is quite easy), without violating Import Guidelines and without every person
going though import process at this mailing list and so on.
What would be the best way to do this? Is it OK to create a new entry
at https://wiki.openstreetmap.org/wiki/Pl:Importy_oficjalnych_danych_pa%C5%84stwowych
with catchall for all importing from
https://budynki.openstreetmap.org.pl <https://budynki.openstreetmap.org.pl/#map=19/50.4016473/18.6285919> ?
Create a catchall documentation page for people using https://budynki.openstreetmap.org.pl/ <https://budynki.openstreetmap.org.pl/#map=19/50.4016473/18.6285919> ?
Keep current state with nearly everyone violating letter of import guidelines?

Which account should be used for imports? I will be reviewing each address datapoint
(though without on the ground survey).
Should I use "Mateusz Konieczny - bot account" account for that?
"Mateusz Konieczny" account? Create yet another "Mateusz Konieczny - imports"?
What if I am making an address import as part of the job?
This is not theoretical, I already made some small scale fixes to address data
using "Mateusz Konieczny - paid mapping" account, and it is possible that
missing addresses will become the biggest issue in my current project.
Add them with "Mateusz Konieczny - paid mapping" account?
Create "Mateusz Konieczny - paid mapping (imports)" account what seems ridiculous?

My current plan is to:
- add addresses using "Mateusz Konieczny" and "Mateusz Konieczny - paid mapping" accounts.
- add catchall entry at https://wiki.openstreetmap.org/wiki/Pl:Importy_oficjalnych_danych_pa%C5%84stwowych
with something like "people importing PRG data using https://budynki.openstreetmap.org.pl/"- consider my upcoming address imports covered by previous point
- send email about import to talk-pl mailing list as formality (list is basically unused, we are
using forum and such imports are welcomed by Polish community)
