[Imports] Alameda County (CA) Address Import

Greetings!
I'm planning to import addresses for *Alameda County, CA* (add addr:* to
existing buildings).

The data I'm planning to use:

The approach and code would be the same as the one that I used for SF
addresses import (match points-to-parcels and buildings-to-parcels because
address points are located at parcels' centroids).
