Quite possibly. In West Virginia, all public roads outside incorporated 
areas are maintained by the state, including these nominally "county" 
highways. If I'm not mistaken, there's no legal difference between one 
state department or another owning title to the land -- it's the state 
government itself that owns the land. So perhaps the owner tag is too 
specific, but that's a minor concern in my opinion.

Government land ownership in the U.S. also gets massively complicated 
due to easements, but that's a discussion for another day.
