[Imports] Proposal for importing building footprints for Onondaga County, NY

I've updated the wiki page to reflect those changeset tags, thank you
for pointing that out.
Just finished reviewing the data quality of this sample. There are
about 1200 building footprints present. Buildings I'm familiar with
represent the ground situation, and there are no glaring
inconsistencies. Checking against satellite imagery (Bing as of 2021),
all footprints are over buildings and in good alignment (not rotated).
Larger buildings have about a 1-2 foot offset, as well as most smaller
houses. There are portions where houses have between 3-5 foot offset,
appearing under tree cover. Against Google and ESRI Imagery World
satellite all buildings are offset ~15 feet southeast.
I also found 12 buildings which will need to be manually updated for
what appear to be additions. No footprints appear to have more than 10
vertices in their polygons, except those with rounded corners. The JOSM
validator found no errors. Can't confirm that all "sheds" in the
backyards of homes exist. Perhaps they should be considered temporary
buildings and filtered out to prevent clutter.
I have a script comparing the centroid coordinates for individual
buildings appearing in both OpenStreetMap and the prepared file for the
whole county. When selecting buildings whose area was less than 5%
different, there was a 4 foot difference on average. I will refine this
script and put it in the repository later.
Does this sample file meet the quality required for import in
OpenStreetMap?
