Sergio, you seem to have a very fundamental misunderstanding about the 
concept of verifiability in OSM.  I suggest you read up on what is 
explained on the wiki:

As Mateusz already indicated authoritive data that derives its 
truthfulness from being declared the official truth by some form of 
authority is inherently non-verifiable in OSM terms.
