[Imports] Zapis trees in Serbia

Interesting topic, I learned something new what is always nice :)
As far as I can see everything is done well (though I am unfamiliar with topic
and language and relied on google translate)
It is definitely an import of a dataset, so it is good that you posted here!
I am unsure about, maybe some more generic tag would be better,
maybe not.
But if you end using zapis=yes - can you document it on
OSM Wiki? Meaning of that tag is not obvious at all for
mappers from elsewhere.

if you would want to go with route of creating proposal
https://wiki.openstreetmap.org/wiki/Creating_a_page_describing_key_or_value
may be useful if you want to document it as a de facto tag
(local community is OK with that tagging, right?)
