[Imports] Zapis trees in Serbia

Thank you all for valuable feedback, I really appreciate it.
I will add source tag to changesets in the future, somehow I missed
that. Also, will use ref:zapis instead of ref for assigned ids by team
since some trees are marked by the government also.
Regarding zapis=yes, I understand the concern about adding a new tag
for such a narrow topic. Using sacred makes sense. I'm concerned that
sacred=yes is too generic on the other hand and I would like to keep
the notion that a particular tree is zapis. If nobody objects I would
use sacred=zapis. I would research the topic a bit more and then
create a wiki page describing usage as suggested.
