[Imports] Import of buildings and address points for Connecticut

Hi everyone,

I am working on the last stages of a proposal for import of buildings and
addresses for the state of Connecticut that would, together with previous
import in the southwest part of the state, bring building coverage in CT to
100% and addresses to almost full coverage. I have received positive
feedback and encouragement from the local mappers, but I am interested in
comments from the broader community.
