[Imports] Proposal for importing building footprints for Onondaga County, NY

Hello everyone,

I'm pleased to report that the reviewed buildings footprint data for
the Village of Liverpool has been imported. It is under these two
changesets:

And the shapefile is available here:

The wiki page for the import has been updated to show that this area
has been imported. If there are no issues with this area, I will move
forward. I plan on beginning to review the data for the Town of Salina
and maybe uploading it in a week or two.
