[Imports] Import of buildings and address points for Connecticut

There are only 38 of those objects in the entire dataset. When I was 
inspecting them against Maxar imagery (the most up to date for the 
region) many of them looked already as finished structures. Assuming 
some time has past since the last update of the Hartford database and 
the import will take a while, I though less error would be to label them 
as building=yes. But since there are not so many they can be checked 
during the import.


Actually, after discussing with others I will remove the +4 zip codes 
from the import. It seems they change too often.
