Quick update: I've finished adding the Building and Room fields, and begun importing again. Since I did not get any feedback about the tagging question for Building, I decided to go with addr:housename. I've just finished Ulster county. This makes the complete list of imported counties:
Albany
Columbia
Fulton
Greene
Rensselaer
Saratoga
Schenectady
Ulster
Washington
It brings the total number of imported or enriched addresses to: 562889
