I have also been in regular contact with the GIS office regarding questions about the data, and they have been helping me learn about the data set, with the explicit purpose of importing the data into OSM. I'm happy to provide a copy of these emails if desired.

For sure, thanks for finding these edge cases! It's definitely good to have knowledge of the kinds of issues we can expect. I've noticed a few oddities about the data as well. But I agree with your closing statement: while the data is certainly imperfect, I haven't seen anything concerning enough and on a large enough scale that it would make me reconsider importing it at all.

With that said, when I get some time tonight or tomorrow, I'll take a look at these example edge cases and see what happens with my conversion program. Definitely good to understand these edge cases and make sure we do something reasonable with the data.
