You should definitely get in touch with the German community either on 
the talk-de list or on the German forum to hear their opinion (and 
possible reasons why the import has not been done until now - I don't 
know if there are any but there might).

If you do speak German it would also be more respectful towards the 
local community to write your changeset comments in German rather than 
English.

You would not usually have a "source" and "license" tag on the object 
itself; having a source on the changeset is sufficient and the license 
tag is confusing since the given license would not be acceptable for 
import without the special waiver.

Your "wikipedia" tag has a double colon which doesn't work.

Where the boundaries are larger you might have to start using relations 
as ways are limited to 2000 nodes each. The use of relations would also 
be expected where one of the boundaries to be imported shares a longer 
part of its boundary with another geometry - for example a neighbouring 
  protected area, or your protected area ends exactly at an 
administrative border. In these cases you would be expected (at least in 
Germany) to re-use the existing linework rather than importing a new 
line that is "almost" identical to the existing one.
