[Imports] NYS GIS SAM Address Point Import - Status Update

Hi Skyler,

Pleased to see that the NYS Address Point import is moving forward
again! I think that either option works fine, and I would be glad to
look over some of the address points after its bulk imported. As for
osm2pgsql, I'm not familiar with it unfortunately.
