[Imports] NYS GIS SAM Address Point Import - Status Update

Hi everyone, after taking a look over the Hamilton import, I think everything looked okay, so I just finished Schuyler County as well.

This added 2484 new addresses, and modified 8028 existing buildings. The number is high because there appears to have been a previous import of buildings and addresses, and this import did not have `addr:state=NY`. I figured it might not be totally necessary, but I went ahead and imported them anyway.

I've seen several imports, including this one, that cite a source of "OpenData", and I still have not been able to find what this source actually is. There are many results that have "open data" somewhere in the name, but none that have buildings and addresses, and none from what looks to be an official government source.
