[Imports] Hydrographic data import from LINZ

Hello,
In New Zealand we are planning to expand the import of data from Land Infomation New Zealand (LINZ).
The next stage of this import is hydrographic data, which uses the seamark tagging schema.
This includes shipwrecks, buoys, underwater cables, oil rigs, springs, etc.
The source data uses the ‘IHO S-57’ format, so converting this data to OSM seamark:*:= tags is actually a straightforward process, in spite of how complex the seamark tags are.
This data covers New Zealand, its outer islands, Sāmoa, Tonga, Niuē, Tokelau, the Cook Islands, and the Ross Sea of Antarctica (roughly equivalent to the area on this map: https://maritimenz.govt.nz/images/about/rccnz/SRR-map.jpg).

We will use the same system as the topographic data import and address import, so every single feature will be reviewed using a modified version of the RapiD editor.
Any feedback would be appreciated. I have also emailed the OpenSeaMap.org community, although their mailing lists and forums seem very quiet nowadays.
