[Imports] Post office import in Norway

Hi NKA mapper:

I would add the following tags to the changeset tagging:

* type=import

* 
url=https://wiki.openstreetmap.org/wiki/Import/Catalogue/Post_office_import_Norway

You should specify that you will use a dedicated user account for this 
import.

I haven't checked the data itself, both the original nor the osm result.
