New York mapper here. In the borough of Queens, it's normal to use
neighborhood names as city names in addresses.
Most other NYC boroughs use the borough name as the city name in
addresses. A value of "New York" for addr:city is only valid for
addresses in the borough of Manhattan.
Yes, it's a mess! NYC had a full address import in 2013-2014 (see
https://wiki.openstreetmap.org/wiki/Import/Catalogue/NYC_Buildings_Addresses
) which omitted the addr:city tag -- presumably because no appropriate
value was available in the city's address dataset. But of course mappers
often add addr:city, and often incorrectly.
For Queens addresses, I don't know of any authoritative way to determine
the best value for the addr:city tag, other than local knowledge of
neighborhood boundaries. (It's possible to use the United States Postal
Service website, but unfortunately this is *not* open data.)
We NYC mappers really need to crack this nut at some point, and document
it in the wiki. Then we can move on to figuring out what to do about the
hyphenated housenumbers in Queens addresses! But we probably shouldn't
do it here on the Imports list.
