[Imports] United States Poultry Import

To put some context on this particular import, the user already 
attempted to import this data in one large changeset 
https://www.openstreetmap.org/changeset/119757789.  That import had many 
of the problems already highlighted here and was reverted. Hopefully 
this process improves the data quality significantly.
