[Imports] Import from Government site of a State in India

Telangana Districts and Mandals (administrative divisions) shape files are
provided for download at -
https://data.telangana.gov.in/story/telangana-district-and-mandal-shape-files

I want to import this .shp file into openstreetmap which can later be used
in Wikipedia through "wikidata" tag.

The copyright policy of the Government is outlined at -
https://data.gov.in/sites/default/files/Gazette_Notification_OGDL.pdf

I request the forum to review the policy and advise me necessary action.
