[Imports] Skagit County WA Building and Address Import

I plan to import buildings and addresses for Skagit County, WA. The import wiki
page <https://wiki.openstreetmap.org/wiki/Skagit_county_import> describes
the import.

The data from the county is in the public domain. The buildings are
already available in RapID. Addresses were provided to me by the county GIS
manager with permission to add to OSM. Note county data is in the public
domain.

The OSM US Tasking Manager will be used for the import. Because of the size
of the county, there will be a number of tasks created for different
geographical areas.

My plan is to start with the eastern portion of the county to look for any
defects in the data to be imported. The eastern portion of the county is
sparsely populated. It's mostly working forests and the North Cascades
National Park. Once the eastern portion is done and verified I'll make the
other TM tasks available to anyone that wishes to contribute.
