As I understand it, addr:suburb and addr:neighbourhood are for an 
address format that has a slot for the suburb or neighborhood name. But 
in the U.S., the standard address format has only a slot for the "postal 
city" -- typically, the name of the post office that serves the address, 
which is not necessarily a city.

There's no need to devise precise subkeys that indicate how the 
address's post office's namesake place POI would be classified in OSM; 
that would be irrelevant for addressing purposes a few times over. If we 
took that approach, then we would have to tag the motherhouse in ZIP 
code 45051 with the addr:monastery=* key, or the VA clinic in ZIP code 
32542 with the addr:airfield=* key, neither of which would be very 
discoverable.
