it depends on the location, things are of course easier when a municipality as a whole has the same ZIP code and it happens quite often, but there are so many exceptions on the other hand (as you illustrate in detail), that you cannot count on it. Some postal services are also very committed to deliver mail with incomplete or malformed addresses, while others are infamous for frequently loosing (correctly addressed) mail or taking weeks to deliver a letter in the same city ;-)
Still I’m impressed the NY/ US Postal system still hasn’t made a zip reform after the 1898 political restructuring. By now it can maybe be considered heritage protection and not be touched any more.
