[Imports] Yet another global building footprints import attempt

I am in favor of the creation of a tool for generating files which can be
opened in JOSM and added to OSM as local or motivated individuals see fit,
to only add new non-conflated buildings but not modify or intersect any
existing buildings.

I'm not in favor of any such import being performed in the local areas I
work in (US West Coast) because our local governments often have superior
building footprint data available. In my opinion every building imported
from Bing is a building that needs to get fixed eventually because Bing's
quality is so poor. Other areas may not be so fortunate and they can make
their own decisions.
