Correct, the import instructions on Github (referenced in the Wiki)
instruct import volunteers to run the JOSM validator, pay attention to such
warnings, and resolve them if possible. If not possible, then notify a
project lead and move onto another task.
As you can see in my spot check notes, it's usually stuff like a service
that's been drawn through a building visible on satellite but up until now
not created in OSM, or an existing hand-drawn fence that is very close to
buildings that are being imported. Common, understandable, and
easily-fixable issues that any novice OSM contributor can identify and
repair.
