[Imports] Yet another global building footprints import attempt

Hello List,
please find the wiki [1].

To fix data defects and creating an import candidate is somewhat
burdensome. Nevertheless I think many areas can be populated with less
effort than manual tracing.

I do not know if there is a similar proverb in English culture:
"non gettare il bambino con l'acqua sporca"
["don't throw the baby out with the bathwater"]

Clearly a metaphor, it means throwing away everything, even what would be
positive in something that has negative aspects.
