[Imports] Yet another global building footprints import attempt

I would highly advise splitting this into parts. Situation will be vastly different
in different places, trying to import over 856 000 000 buildings worldwide
in one go is doomed to failure.

I would strongly recommend more focused approach, this way your effort
will be more effective.

Building imports can be very useful, but it takes a lot of effort to do it properly.
