[Imports] Yet another global building footprints import attempt

It's pretty obvious that this should not do anything in Massachusetts,
because we have already imported higher-quality building footprints
(from LIDAR) and largely hand-corrected the results.

As a local, I object to a global import adding buildings in MA.

I would welcome being able to run the scripts to see what it proposes to
do, and then the local community would think about it.  But without the
files of proposed changes already produced, it's really difficult.
