[Imports] Dourados (Brazil) trees import

Hello all,

We recently received explicit permission to use data from the City of Dourados-Brazil, so we have plans to initially import the trees.

It's all documented on the wiki [1], but in summary, the city makes available the data of the vast majority of trees on public roads in the city, based on an aerial survey previously carried out.

The converted .osm file is available here [2].

Anyway, this was discussed and approved by some users in Brazilian Telegram group previously, and those responsible for this import (PlayzinhoAgro and I) have experience in imports and mapping. I've already made some cautious imports in Fortaleza, so I don't think there would be any problems in this one either.
