you should consult mappers, especially local mappers
and confirm that your plan is OK and makes sense.

Licensing must be compatible with OSM licensing.
I would strongly reccommend to map with iD online editor and JOSM
before doing import - it is quite complicated.
You should contact local mappers - there is a good chance that they will
help you or at least guide you.
