[Imports] Mountlake Terrace, WA Building and Address Import

[Clifford Snow]

The City of Mountlake Terrace, WA, just north of Seattle, asked us to
import their building and addresses into OSM.

Per the import guidelines, the wiki page can be found at
https://wiki.openstreetmap.org/wiki/Mountlake_Terrace_Import

A Tasking Manager task will be created for the import process after a
review from the community.

This import has been announced on the OSM US Slack.
