[Imports] Taiwan Post Office iBox import

Hi all,

Taiwan's Chunghwa Post parcel locker
<https://wiki.openstreetmap.org/wiki/Tag:amenity%3Dparcel_locker> iBox
dataset is available on the open data platform of Taiwan
https://data.gov.tw/dataset/52779

After checking for the data quality, and fixing two typos in coordinates,
we have a cleaned-up dataset, that could be uploaded to OpenStreetMap by
JOSM open data plugin.

Please have a look, if no problem will use my account Supaplex to upload
