[Imports] [Talk-nz] KiwiRail data sets possible import

looks like an interesting set of data - I don't think it can be imported yet...

As far as I can see, only one of those datasets has any explicit licence (KM posts under CC-BY-4.0); the rest have no licence.

We need to get explicit permission https://wiki.openstreetmap.org/wiki/Import/Getting_permission before copying or importing data from KiwiRail (even the CC data). Kiwirail isn't mentioned here https://wiki.openstreetmap.org/wiki/Contributors#New_Zealand either

Then if it is to be a "mechanical" import, follow the import guidelines https://wiki.openstreetmap.org/wiki/Import/Guidelines
