[Imports] UPLOADING U-WIMP project data to osm

Keep in mind that when you make up tags that are not in widespread use,
you should think about how other people in other places could or would
use the same tags. It is certainly true that OSM does not have tagging
schemes for many facts about the world. The art of tagging it is
figuring out something that is general, so that 10 other people in 10
far-away countries can follow the scheme.

That to me tends to lead to tagging 4 properties in 4 tags, not in a
combination tag. But that's a very broad-brush comment that may be off
in specifics.

Generally, figuring out good tags is a separate step from imports, as
you'd have to do that to hand-map one well. But, odd tagging on one
object is of no real consequnence, and as the number goes up it matters
more.
