You should follow the import guidelines, this is why everybody expects to see the mandatory steps satisfied before you can upload.

The documentation page should have links to the original data and the transformed data that is proposed for upload and a description how duplicates are avoided.

looking at the small sample, there are already many issues, like the fees key (fee), operational_status being a discouraged tag  https://wiki.openstreetmap.org/wiki/Key%3Aoperational_status
install_year is completely unused (start_date), as is “water:system”

You should definitely invest more effort into the tag translations, the current proposal would likely be unacceptable because of these problems.
