[Imports] Building Import for Kiowa County, Colorado

Further comments:
Your "Kiowa-result.geojson" only contains 1,148 buildings
After removing the buildings already in OSM (osm-Kiowa.geojson) from
ms-Kiowa.geojson I get a file with 2,291 buildings:

Perhaps I am missing something?
