[Imports] Mini-import of roads and addresses in The Villages, Florida

As far as I can tell, barely anyone outside of Eddie, the guy I'm talking
with who operates "The Villages GPS" mobile app (which is one of the most
popular GPS apps in the iPhone and Android app stores, and uses
Mapbox/OSM!) cares about The Villages. I've hunted around and nearly all
the data in the area has been imported by infamous repeat offenders like
DenisCarriere and LogicalViolinist, or by casual mappers without close ties
to the area.

It turns out, residents of this area are woefully under-served by every
other GPS app out there. This is perhaps Ground Zero for a unique street
mapping challenge: it has one of the largest networks of golf cart paths
possibly in the world, commingled with cycleways, footways, and streetside
cycle lanes, and making a navigational mistake could be awful: we're
talking about retirees in barely-safe vehicles possibly turning onto
highways or turning out in front of cars, not to mention getting lost and
confused. So I'm motivated to help where I can.

I successfully completed my prior Sonoma County Building and Address
Import. For this data however I think it's only a few newly-built
neighborhoods that need to be added and so manual review of the data in
JOSM in small couple-hundred-item batches is probably more effective than
trying to be highly automated. This also allows for hand-tuning the final
results.

Here is the raw data and sample .OSM outputs I plan to begin importing
again at a very small scale. The data is from Sumter County Florida and per
the wiki all Florida government data is public domain. Phone calls to their
GIS department confirm this. I'm happy to make a wiki page, it just seemed
like a lot for what will probably be <5 changesets. I've also been chatting
with Florida locals and in the import channel of OSMUS Slack.
