[Imports] Mini-import of roads and addresses in The Villages, Florida

I don't. I do pleeeeeenty of my own in person and humanitarian mapping, and
like I said I've done a county-level import of where I live, but this is
one of the biggest retirement communities on earth: the only OSM user I've
been able to find who lives in this area is the person who's asking me to
help import this data because he's not skilled enough to do it on his own.
As much as I'd be happy to fly to Florida and spend a weekend driving
around retirement communities, I feel like copy pasting a hundred or two
properly-reviewed public domain nodes is probably better for everyone
involved.
