Not every city would make it clearly available under terms acceptable to 
OSM, but that's a different story. Quite a few do; our existing imports 
only scratch the surface of municipal datasets that are superior to 
larger-scale datasets, in terms of both geometry and attributes like 
heights. (Heights can be automatically derived from oblique imagery, but 
unfortunately oblique imagery is harder to come by.)
