[Imports] Importing addresses in Milwaukee County, WI, USA

Hello,

I am interested in using the address points database available at
https://geodata.wisc.edu/catalog/MilwaukeeCounty-ff3ee188303d4a07a669a4995c792934
to import addresses in Milwaukee County. According to
https://wiki.openstreetmap.org/wiki/Contributors#Wisconsin, this data is
covered under Wisconsin public records law and is public domain.

It has approximately 280,000 addresses. Given an overpass query (
https://overpass-turbo.eu/s/1m43) I think it is fairly easy to sort out
which areas can be imported vs. which should be left alone due to already
dense addressing.

I look forward to hearing any feedback before creating the plan on the
import wiki page.
