The import guidelines

specify wiki page setup and catalogue entry as step 4 after discussion and
community buy-in, after step 2 (this thread).
Please let me know if alternative guidelines would apply in this case.

feedback, discussion of potential concerns, and consultation (your response
was first and only so far, but it's early).
