[Imports] Conflation of London Cycle Infrastructure Database

As the last edit related to this project was on 2023-01-19, can we 
assume that it has now been abandoned, incomplete and without any 
serious attempt to fix earlier errors?

Even the last changeset replaced an already surveyed 
traffic_calming=choker with traffic_calming=yes.
