[Imports] Rio Branco (Brazil) addresses import

Hello!

You may wish to consider adding the MapWithAI plugin to your list of JOSM
plugins on the import page. I found its validation quite useful for my
address additions [1] for a similar United States dataset. In particular,
it has validation trying to match addr:street data with the names of
streets nearby. It ended up catching a decent amount of things that were
worth reviewing.
