what is the added value of not following the import guideline?
if you use osmcha or any other changeset tracking tool,
it is easy to act according to the presence or not of an import=yes tag
to say that it is useless when the account is dedicated doesn't make 
sense. you could also say that the description is not necessary when 
there is a link to the wiki or that no changeset tag is necessary if the 
account has a description of the import... well no, that's not the good 
practices included in the guideline imports
