[Imports] Possible import of buildings in Antananarivo, Madagascar?

I received a response from the user in my e-mail inbox. The e-mail
translated from French:

- I got these data during a project in Tana. I don't really know where they
come from. I reworked them on QGIS and JOSM.
- The housenumber corresponds to the number in the batch

So this means it is really an undiscussed import and the importer is not
sure about the source.
