[Imports] Decommission this mailing list

Hi all,

I'm proposing that we decommission the imports mailing list in favor of the
OpenStreetMap Community forum. I will also update the import guidelines
wiki page [0] to point to the Community forum instead of this mailing list.

I see that we receive occasional messages announcing imports, but they
rarely get any response or feedback.

If there are any objections, please reply to this thread, otherwise I'll
ask Grant to begin the archiving process in 7 days.
