[Indoor] OSM Indoor Meetup Poll for 2024

Hello everyone,

not an entirely clear result this time and at least Tobias from the "usual 
suspects" is missing, but with what we have I'd suggest "first Wednesday of the 
third month of each quarter at 18:00 CE[S]T". 

That's "Mar,Jun,Sep,Dec Wed[1] 18:00-20:00" in OSM opening hours speak and 
unless I'm missing something it's even guaranteed to be collision-free with 
any German public holiday :)

The next meetup would then be on 6th of March 2024 at 18:00 CET.
