Jörg seems to have removed that directory in favour of the svn dist dir: 
http://svn.openstreetmap.org/applications/editors/josm/plugins/.

I've fixed the links at http://josm.openstreetmap.de/wiki/Plugins, the 
links at http://wiki.openstreetmap.org/index.php/JOSM/Plugins/LiveGPS 
(and alike) seemed to be already ok.

Please just fix any remaining broken links if you encounter them ...
